The ordinance basically obliges all youths to serve in the Hitler Youth. Boys from 10-14 must perform their service in the "Deutscher Jungvolk" (DJ), boys from 14-18 in the Hitler Youth (HJ), girls from 10-14 in the "Jungmädelbund" (JM) and girls from 14-18 in the "Bund Deutscher Mädel" (BDM). § Section 7 of the ordinance excludes Jews within the meaning of the 1st Ordinance to the Reich Citizenship Law (cf. RGBl I 1935, p. 1333f) from membership in the Hitler Youth.
