All of what you say is true. When there was a middle class, they bought homes and raised kids. The kids grew up, left home and the neighborhood and didn't come back. As the old folks got older, the property values declined. When they died or moved themselves, the houses were bought by flippers who converted them to rental units. Throw in Fair Housing Laws and it's a guaranteed certainty that the neighborhood is going to shit and it's never coming back.
