They were authorized…for National Guard troops to be deployed to the Capital, it required the Capital Police Board to actually issue a state of emergency…the police board is made up of the architect of the Capital, the head of Senate security, the head of House security, and the chief of the Capital Police. And to my understanding, three of those four people report to the speaker of the house, who at that time was Nancy Pelosi…there were National Guard in the District of Colombia, and their limitation of coming to the Capital… is at the hands of the speaker of the house.
