The police also exist currently because they are a critically integral part to the drug and human smuggling rings that run the country. They are the ones who deliver product AND protect the "elite" from justice.
Who are the elites? Politicians, DA's Judges, Lawyers, ultra wealthy, and sports / music / movie stars. They're the consumers.
Oh yeah and cops can straight out steal your stuff or write you fines to generate more free money for city hall (consumers, remember?).
