I have trouble believing that Team Bush is still capable enough to try to launch Florida man to save the big corrupt machine, so I'm leaning more toward the idea that this is Jeb cutting a deal to act a role to save his chubby hide. Being the retarded son who wasn't trusted with the levers of the big machine may work to his favor in the end.
