HELP! Does Mexico allow its public school teachers to steal the babies that Mexican public school students are having?

A Mexican teacher namedCristy Marquez, who's also a US citizen from Minnesota, claims she stole two babies in the interview linked below. In the same interview, however, she later reveals she apparently stole six children: 5 boys and 1 girl.

Who in Mexico or United States law enforcement can and will investigate????

Do the public school officials in Sonora, Mexico, care that their students are having babies that a teacher is admitting to stealing?
