Dug more into DFS Construction. I found this document posted, still live, on state.gov:

It is a document, titled '''"Post Earthquake USG Haiti Strategy - Programs/Activities List
"''' with all subcontractors (nearly all American NGO's/Non-Profits) activity scope, descriptions, and expenditures for all USAID activity in post-quake Haiti.
Sure enough, there's DFS Construction here related to prison rebuilding, along with a couple others rebuilding the "Corrections Sector" with new refurbished prisons, corrections training, etc.
That document is worth a couple more autist eyes on it for other connections. But while I was scanning through the PDF, I did a double-take when I read one description of a program provided by a vendor called "Health Through Walls" on page 43...
The Health Through Walls (HTW) Prison Project provided comprehensive care to the prisoners in Haiti’s National Penitentiary, women’s and children's prisons for the purposes of identifying, diagnosing, and treating deadly and contagious diseases within the prison population; and provided much needed education awareness in HIV/AIDS, sexual disease prevention, tuberculosis prevention, and water sanitation. All services provided were conducted for the National Penitentiary, Women’s Prison and Children’s Prison.
