Theory on USA & Mexico trafficking collusion:
-USA has weak laws and Catch and Release Policy
-Mexico has strong immigration laws and gangsters in gov't (150+ people running for office has been killed within the past year to keep it swampy)
-Traffickers bring children from below Mexico into the country, where they are protected and allowed to make their way to USA.
-Children released into USA into trafficking rings.
-Mexico strong laws now lock the into USA and traffickers released.
-Mexico serves as the funnel for sending in children in the south
So child brough into Mexico and locked in while trafficker is permissed. Child brought into USA and allowed to be "released". The child is now locked in due to Mexico strong immigration policy and coyote let go
