Most wanted Rwandan genocide suspect arrested

Fulgence Kayishema had been on the run for more than 20 years under a false identity, investigators say

A former Rwandan police chief labelled one of the most wanted fugitives from the 1994 genocide in his home country has been arrested in South Africa.

 

Fulgence Kayishema, 62, who is said to have been on the run for more than two decades, was apprehended in Paarl on Wednesday in a joint operation by UN investigators and the South African authorities.

 

He was indicted by the UN’s International Criminal Tribunal for Rwanda (ICTR) in 2001 for helping toorchestrate the murder of more than 2,000 Tutsi refugees – including women, children, and the elderly– on April 15, 1994, at the Nyange Catholic Church in Kivumu community.

 

According to the tribunal, Kayishema, a Hutu police inspector at the time, directly participated in the “planning and execution of this massacre.” He allegedlybought and distributed petrol to burn down the church while the refugees were inside, as well as using a bulldozer to collapse the structure, burying and killing the victims inside.

 

He had remained at large since his indictment, using many “aliases and false documents to conceal his identity and presence,” investigators stated.

 

“Fulgence Kayishema was a fugitive for more than 20 years. His arrest ensures that he will finally face justice for his alleged crimes,” the chief prosecutor of the International Residual Mechanism for Criminal Tribunals (IRMCT), Serge Brammertz, said in a statement.

 

The operation leading to the suspect’s arrest spanned multiple countries across Africa and other regions, the office of the IRMCT said. His capture leaves investigators with “three outstanding fugitives” to track down.

 

“Kayishema’s arrest marks a further step forward in the OTP’s [Office of the Prosecutor] strategy to account for all remaining fugitives indicted for genocide by the International Criminal Tribunal for Rwanda. Since 2020, the OTP Fugitive Tracking Team has accounted for the whereabouts of five fugitives,” the IRMCT stated.

 

On May 10, a 66-year-old former military police officer from Rwanda, Philippe Hategekimana, was put on trial in France, accused of participating in theslaughter of 300 Tutsison Nyamugari Hill and in an attack on Nyabubare Hill, whereapproximately 1,000 Tutsis were killed during the 100-day genocide.

 

Brammertz has vowed that the IRMCT will not relent in its efforts to secure justice for the victims and carry out its mandate to contribute to a “more just and peaceful future for the Rwandan people.”

 

According to the UN, anestimated 800,000 Tutsis and moderate Hutus were killed during the genocide, which occurred between April and July 1994.

Iran unveils 2,000-km-range ballistic missile

New rocket ‘Kheibar’ was showcased at a ceremony with Defense Minister Mohammad Reza Ashtiani in attendance

 

Iran has showcased a new ballistic missile named ‘Kheibar’ that reportedly boasts arange of over 1,200 miles (2,000 kilometers) and carries a payload of 1.5 tons.

 

According to a report by Iran’s state-run media outlet IRNA, the rocket needs relatively little time to be prepared for launch, meaning that it can beused as both a strategic and a tactical weapon.

 

The country’s Defense Minister Mohammad Reza Ashtiani, who was present at the unveiling ceremony on Thursday, said that the missile is the result of a years-long endeavor by its Aerospace Industries Organization (AIO). The official also noted that the ‘Kheibar’ rocketcan penetrate enemy air defenses thanks to the radar-evading equipment on board.

 

Ashtiani pointed out that Tehran is “taking steps to equip the armed forces in various areas ofmissiles, drones, air defense,” with more weapons systems to be revealed to the public down the line.

 

Back in February, Amirali Hajizadeh, the head of Iran’s Revolutionary Guards’ Aerospace Force, announced that the Islamic Republic had at its disposal a cruise missile with a range of 1,650 kilometers (1,025 miles). Iranian state TV reported at the time that this rocket is called ‘Paveh.’

 

Last fall, the same official claimed that Tehran had developed a hypersonic missile – which the US reacted to with skepticism.

 

It is believed that at present only a handful of nations, such as the US, China and Russia, have the necessary technology to build such advanced weapons.

 

Iran has been actively developing its missile capabilities since the 1980s. While the US and some European nations have repeatedly voiced concern over the Islamic Republic’s program,Tehran insists its efforts in the field are defensive in nature.

Pushaw was born in Washington state and raised in Malibu, California.[1][2] Her father is Robert J. Pushaw, the James Wilson Endowed Professor of Law at the Pepperdine University School of Law.[3][4]She attended La Reina High School, a Catholic preparatory school in Thousand Oaks, California.[1]

Early career

In 2008, Pushaw developed an interest inGeorgia in the Transcaucasus, after hearing presidential candidate John McCain speak about it.[12] After graduating from USC,she lived in Tbilisi from October 2013 to June 2015.[1] There, she worked as a college admissions counselor and freelance journalist.[6]

From June 2017 to August 2019, Pushaw worked in Washington, D.C. for Stand Together, aphilanthropic organization founded by Charles Koch.[12]

Work for Mikheil Saakashvili

From August 2019 to December 2020, Pushaw worked in Georgia full-time, for former Georgia president Mikheil Saakashvili. She had worked for Saakashvili since January 2018, but was limited to part-time consulting on a "voluntary basis".[1][14]Pushaw first encountered Saakashvili while he was lecturing at the Reagan Library in California, where she was a volunteer.[6]Later, while doing graduate field research in Ukraine, she and her class had a meeting with Saakashvili.[6] In August 2019, Pushaw established the New Leaders Initiative, a non-governmental organization (NGO) that hosted events for Georgians interested in "democracy and international affairs".[8]

Pushaw assisted Saakashvili with improving his international profile and prepared him for are-introduction into Georgian politics. This included outreach to Georgian, European Union, and U.S. media and politicians. She ghostwrote op-ed articles for Saakashvili that appeared in English-language publications.[15] When Pushaw first started working for Saakashvili, he had recently been stripped of his Ukrainian citizenship and already had previous criminal charges in Georgia.In May 2019, Saakashvili had his Ukrainian citizenship restored by President Volodymyr Zelenskyy.[16] All of Pushaw's work for Saakashvili had been terminated by December 2020.[17]

 

Controversies

Registration as a foreign agent

In June 2022, Pushaw retroactively registered as a foreign agent per the Foreign Agents Registration Act (FARA), after the United States Department of Justice contacted her.[8] She hired former United States Attorney for the District of Columbia, Michael R. Sherwin, to represent her for the FARA registration.[25] She was paid $25,000 over the course of two years for her work and lived rent-free, for six weeks, in a Tbilisi apartment owned by a Saakashvili associate.[26] In a November 2018 interview for Georgia Today, Pushaw claimed she was "not paid by anyone" for her support of Saakashvili.[27] According to her FARA filing, she received her first cash payment from Saakashvili in late October 2018.[26] Her filing described her arrangement with Saakashvili as "unwritten and informal".[15]
