My guess would be that most of the Blue checkmark accounts have been ghosted.
Probably a bunch of them are no longer even alive.
That anti-bullying stuff was never about bullies.

I know a mama bear whose son was kicked in the nuts by another kid, and the school wouldn't do anything about it.

Or Whitehats might have taken over someone's account and is posting stuff on it.
For instance, I could have a twitter account and allow a friend or fam. member to have the code to access and post stuff.
Ghost writers.
The person whose name is on the account, is not necessarily the person who is really writing the message.
Like allowing someone to access your e-mail and type messages for you.
