Anyone figure out what iTrump is trying to say re: Cuomo/Desantis?

it’s widely known that Cuomo literally contradicted CDC guidelines when it comes to sending covid positive individuals into nursing homes. to my knowledge desantis wasn’t that bad. so what’s Trump getting at??
