So when you build a garden, you do so with each set of plants following their own rules.
Now, we know that all plants need water and sunlight, but not all need the same amount of water or sunlight.
In fact, some of the plants you try to grow are susceptible to, or bring in weeds, and these can take all the water, and grow over your plants; and can take all the sunlight.
So, If I were to decide wether or not, to -incorporate- members of seeds into my long-standing garden; I might provide them their own seperate zone. In this way, can I tell if the newer plants will invade or live in sync with what I already have; I can tell if their fruit is poisonous, or if it will give way to weeds; or maybe, My plants will combine and make a much superior garden then what I had before.

Solution
So its an ANALOGY that will work; but, like every reasonable gardner, we need a seperate plot or a little plant pot, to water and feed these seeds, and then see what theylll grow into.
When the seed becomes a plant, and outgrows its pot, you decide to plant it into your garden.
Not Before.
So
On ILLEGAL immigration.
You need land, a society blueprint, rules, tests, feedback, results, measurement.
And then some degree of success.
And then a promise or compact to migrate, and integrate peacefully, and -not- be a weed.
In practice, this might be similar to a reservation. The government reserves land and affords all those claiming harm and wanting peace a place where they can live -fully- watered until they are tested.
I would NOT use the word "reservation" in public.
Those who immigrated LEGALLY -Already- subjected themselves to these tests, and should be afforded every courtesy, and if successful, our peers.
