Jesus replied, "Give the emperor what belongs to the emperor, give God what belongs to God, and give me what is mine." This quote means that we should give to Caesar what is his, which means we should give him an amount based on his legitimate claim or legitimate authority.1

what he meant was, when you work for someone and get wages, tax must be paid.

but when you work for each other and just do each other favours, someone has a skill as a carpenter so he fixes something for a neighbour who is a blacksmith, the blacksmith can return the favour.
