BV mentioned discussion on globals, let me explain a little more.
Originally, globals were used primarily for announcements by BO, they appeared around May 2018. At some point when oss was running the board, globals section disappeared. Restored them to dough in order to put both announcements and info that's often needed by anons or bakers, like how to e-bake or apply for ban lifts.
Continue to oversee that section so it doesn't get too overloaded, dough has a tendency to grow.
