I think he's looked at ALL their available public filings - federal, all state, and all international filings as well.

Former U.S. Rep. Corinne Brown (FL) was sentenced in December to five years in prison for $800,000 in mail, wire and tax fraud. She's 70-something years old, and she's going to jail for using money she claimed was for charity to basically play with herself.
The Clintons have done the same thing, but on a much bigger scale, and are in it for billions. It's enough to lock up them and all their foundation(s) trustees for years.
That's the other thing I've learned from Ortel: Not only are the Foundation officers and trustees liable, but with EXISTING tax laws, the IRS can seize assets from donors who took big tax deductions for their donations.
