Of course shutting down all tracking doesn't really make sense when you are the bad guys.

in the mind of the "derp state" we are terrorists. We terrorize [their matrix] with information. they don't like that.
Of course that could also be a way to get all the info into legal.
Or it's about archiving [evidence] offline because some power out and/or digital corona will destroy most of the internet including data.
