along those lines, the same goes for how the gov't got rid of the mob years back. they just made new laws that allowed them to do "legally" what they otherwise wanted to do but couldn't.
once the mob guys were out of the way, the FBI, etc took over.
if the mob ran NYC today as they did back in the 80's, the city as a whole would be much better off and the streets much safer for the average person.
