Aiding and abetting child abuse, mutilation and torture is against laws already in force.
US law is based on contracts. Contracts require informed mutual consent by all parties to the trade. Children are not mature enough to independently provide informed mutual consent, so they are wards of their parents until they reach "the age of consent". The lowest age of consent is 16, if they become emancipated - in court.
All of this is very illegal.
