It truly would set America for the biggest comeback. I remember in the House of Representatives failed a vote for something around the lines of settings jurisdiction of "Waters of the United States". It was one of the few bills which didn't pass the house that has me say "Hmmmm???". I could be wrong, but just trying to recall as best I can.
