Kirby: I'll let Ukraine speak to their activities…we don't support attacks into Russia, and we don't encourage or enable Ukraine to be able to do that.
Kirby: The deliberate destruction of civilian infrastructure [Kakhova Dam] is not allowed by the laws of war…the destruction of civilian infrastructure are violations of that code [Geneva Conventions].
