Since when did one have to be 18 to buy a Bic lighter?

Watched a 40+ yr old get carded in the dollar store because she bought a Bic lighter. Anon expressed indignant incredulity, and the said lady agreed, as she pulled out her DL and handed to the clerk. Said clerk agreed, as well, as she input lady's DL# into system.

What a sad state of affairs.
