ADS-B provides collision avoidance technology to pilots. when an aircraft that is broadcasting ADS-B approaches another one with the same equipment then both airplanes get a warning to avoid a mid-air collision
so when mil switches off or spoofs it's ADS-B signal they are probably doing it for a good reason. One that presumably Trumps that extra bit of safety that accurate ADS-B data provides.
