The citizens of the United States cherish sentiments the most friendly in favor of the liberty and happiness of their fellow men on that side of the Atlantic. In the wars of the European powers in matters relating to themselves we have never taken any part, nor does it comport with our policy so to do.

 

It is only when our rights are invaded or seriously menaced that we resent injuries or make preparation for our defense. With the movements in this hemisphere we are of necessity more immediately connected, and by causes which must be obvious to all enlightened and impartial observers.

 

The political system ofthe allied powers is essentially different in this respect from that of America. This difference proceeds from that which exists in their respective Governments; and to the defense of our own, which has been achieved by the loss of so much blood and treasure..

 

We owe it, therefore, to candor and to the amicable relations existing between the United States and those powers to declare thatwe should consider any attempt on their part to extend their system to any portion of this hemisphere as dangerous to our peace and safety. With the existing colonies or dependencies of any European power we have not interfered and shall not interfere, but with the Governments who have declared their independence and maintained it, and whose independence we have, on great consideration and on just principles, acknowledged, we could not view any interposition for the purpose of oppressing them, or controlling in any other manner their destiny,by any European powerin any other light than as themanifestation of an unfriendly disposition toward the United States__.

 

In the war between those new Governments and Spain we declared our neutrality at the time of their recognition, and to this we have adhered, and shall continue to adhere, provided no change shall occur which, in the judgment of the competent authorities of this Government, shall make a corresponding change on the part of the United States indispensable to their security.

 

The late events in Spain and Portugal shew that Europe is still unsettled. Of this important fact no stronger proof can be adduced than that the allied powers should have thought it proper, on any principle satisfactory to themselves, to have interposed by force in the internal concerns of Spain. To what extent such interposition may be carried, on the same principle, is a question in which all independent powers whose governments differ from theirs are interested, even those most remote, and surely none more so than the United States.

 

Our policy in regard to Europe, which was adopted at an early stage of the wars which have so long agitated that quarter of the globe, nevertheless remains the same,which is, not to interfere in the internal concerns of any of its powers; to consider the government de facto as the legitimate government for us; to cultivate friendly relations with it, and to preserve those relations by a frank, firm, and manly policy, meeting in all instances the just claims of every power, submitting to injuries from none.

 

But in regard to those continents circumstances are eminently and conspicuously different___.It is impossible that the allied powers should extend their political system to any portion of either continent without endangering our peace and happiness; nor can anyone believe that our southern brethren, if left to themselves, would adopt it of their own accord. It is equally impossible, therefore, that we should behold such interposition in any form with indifference. If we look to the comparative strength and resources of Spain and those new Governments, and their distance from each other, it must be obvious that she can never subdue them. __It is still the true policy of the United States to leave the parties to themselves, in the hope that other powers will pursue the same course.

 

Each Government, confiding in its own strength, has less to apprehend from the other, and in consequence each, enjoying a greater freedom of action, is rendered more efficient for all the purposes for which it was instituted.

Tucker Carlson slams US government over pedophile network scandal

 

It’s ‘shocking’ that authorities did nothing in response to an expose by the Wall Street Journal, the former Fox News host says

 

The US government’s failure to respond to the revelation that Instagram is hosting a vast network of pedophilia accounts indicates that the taboo surrounding child molestation in American society is about to crumble, former Fox New star Tucker Carlson has said.

 

“American society… is governed by taboos”and taking charge of them is a way of controlling what people think, Carlson argued in the second episode of his new show on Twitter, which came out on Thursday.

 

Taboos in the US have been changing rapidly in recent years, and “this is not happening organically. What we’re allowed to dislike is being dictated to us from above, sometimes by force,” he claimed.

 

Carlson, who was fired by Fox News in April, described child molestation as “the greatest taboo of all,” but warned it was “teetering on the edge of acceptability.”

 

“A generation ago, talking to someone else’s children about sex was widely considered a ground for a thrashing; touching them sexually was effectively a death penalty offense,” he said.

 

But now “people who run our country don’t see child molesters as the worst among us.It’s never been more obvious than yesterday when the Wall Street Journal ran a long expose about ‘kiddy porn’ on Instagram,” he said.

 

In its report on Wednesday, the WSJ claimed that the popular social media platform, which is owned by Meta, hosts a large network of accounts openly devoted to the commission and purchase of underage-sex content. It has capitalized on Instagram algorithms that help connect pedophiles to distributors of child porn, the article claimed.

 

The story is “accurate” as nobody at Instagram or Meta CEO Mark Zuckerberg has denied it, Carlson argued. “It was all pretty shocking. But not as shocking as what happened next, which was effectively nothing at all,” he said.

 

It was revealed that “one of the world’s most influential companies was promoting pedophilia and nobody in power did anything about it.The Justice Department didn’t announce an investigation; the Congress didn’t schedule hearings; the guy who runs Instagram, Adam Mosseri, still has his job,”said the host.

 

According to Carlson, those in power would stillclaim to believe that child molestation is wrong, “but the tone has changed unmistakably. When they say it’s bad they mean it in a kind of abstract way.”

 

With pedophiles now being described as ‘minor-attracted persons,’ the stance of the US authorities is that “those people are a sexual minority, so pause before you attack them,” he told his 8.2 million followers.

US preparing another $2 billion in arms for Ukraine – Bloomberg

The next weapons package will reportedly include Patriot missiles and refurbished Hawk launchers

 

The Pentagon is set to unveil another $2 billion in military aid for Ukraine, hoping to bolster the country’s air defenses as Kiev launches its much-touted counteroffensive against Russian forces, Bloomberg News has reported.

 

The announcement is likely to come later this week, the outlet said on Thursday,citing unnamed US officials. The arms will be provided under the Ukraine Security Assistance Initiative (USAI), which has furnished billions of dollars in American weapons to Kiev since fighting erupted with Moscow last year.

 

The new aid package will includetwo types of Patriot missiles: the Patriot Advanced Capability Missile-3 (PAC-3) and the Guidance Enhanced Missile. Produced by Raytheon, the latter munitions are said to provide “improved ability to defeat tactical ballistic missiles, cruise missiles or enemy aircraft in complement to the PAC-3 missile,” according to the US weapons-maker.

 

Washington will also reportedly sendMIM-23 Hawk surface-to-air missile launchers, an aging system whose first variantentered service in 1960. Officials initially said the platform would be provided last November, but noted they would require refurbishing and repairs using funds from the USAI project.

 

The latest military assistance comes as Kiev staged several major attacks against Russian forces over the past few days. Officials in Kiev, however, insist that the actual “counteroffensive” operation is yet to come, with the head of Ukraine’s National Security and Defence Council, Aleksey Danilov, arguing “When we start the counteroffensive, everyone will know about it, they will see it.”

 

Earlier this month, Ukrainian President Vladimir Zelensky said the military was ready to go on the attack, telling the Wall Street Journal that while Kiev would have liked to have more Western arms, “we can’t wait for months.” He previously warned that the country did not have sufficient air defenses to repel Russian strikes, calling for additional Patriot launchers.

 

Moscow has repeatedly condemned foreign military aid to Kiev, arguing the weapons will only prolong the fighting and do little to deter its objectives. The Kremlin has also stated that it views Ukraine’s Western backers as de facto parties to the conflict, citing the non-stop flow of arms, intelligence support, training and other assistance.

DHS wanted to track internet users with ‘risk score’ – think tank

The ‘Night Fury’ program sought to use automated methods to detect supposedly “pro-terrorist” social media accounts

 

The US Department of Homeland Security operated a program that sought to automate the designation ofsocial media users as “pro-terrorist” based on their use of certain keywordsand interaction with other targeted users, according to documents obtained by the Brennan Center for Justice and published on Tuesday.

 

Project Night Fury, apartnership between the DHS and the University of Alabamaat Birmingham, sought to assign potentially “pro-terrorist” accounts a “risk score” that would then affect other accounts they interacted with. The university had agreed todevelop automated methodsto determine whether an account linked to one already under surveillance was itself “pro-terrorist,” using criteria like “keyword set comparisons.” Thealgorithm, not a human, would determine whether a user could be labeled “pro-terrorist”forsimply clicking “like” on a Facebook postor retweeting an account that had already received that label.

 

Despite the known limits of artificial intelligence when this system was being formulated in 2018, the entire process would have been automated, according to the documents. The university was assigned to build models to “identify key influencers of pro-terrorist thought” and create an automated system to uncover bots “programmatically generated to exert influence” to spread both “terrorist propaganda” and “foreign influence campaigns.” They would thencompile a list of suspect accountsand turn them over to the DHS, along with their names, emails, phone numbers, pictures, and posts.

 

Missing from the contracts were definitionsfor important concepts like what “pro-terrorist”actually meant – or what a “risk score” would measure, whether it was the risk of becominga terrorist or merely sympathizing with one – or an explanation of how an automated process could make such distinctions absent clear-cut definitions.

 

It's also not clear how the program would have distinguished between terrorism-adjacent content and material related to drug trafficking and “disinformation,” which it also sought to track. As of the date of the contracts seen by the Brennan Center, the DHShadn’t figured out how to quantify terrorist sympathiesand was seeking assistance from university researchers to “identify relevant attributes.”

 

TheDHS Inspector General was tipped offto potential privacy violations on Project Night Fury in 2018, and until the Brennan Center’s FOIA request was fulfilled, all that was known about the project came from the OIG’s 2019 report, which found theagentsinvolved with the projectdid not comply with department policiesgoverning privacy and protection of sensitive information.

 

While the DHS supposedly stopped work on Night Fury in 2019,it’s not known how far along the project was, or whether its assets were transferred elsewhere within the law enforcement apparatus. Customs and Border Protection was recently found tobe using a similar AI-powered tool called Babel Xto snoop through the social media accounts of travelers at the US border.
