I I have NO DOUBT that biden enjoys bulling and coercing people.

I have seen far too much of it in the past years, starting with his bragging about having the Attorney in Ukraine removed. Think of all the name calling when he was on the campaign trail. "fat" and "Dog-faced, pony soldier" cursing the military audience for not clapping. The man is sick, through and through. He may have been given his orders, That is easy to believe. But they chose him as their attack dog because he loves the position.

The last word I would use to label biden is 'victim'.
