there was an ice storm that collapsed the power-lines going through Quebec. It was a catastrophic failure and it resulted in a huge effort of line men from all over the North East, and Canada and United States, to restore the power in Quebec.
I think that was one of the reasons that Quebec realized that they can't really go it alone, that we are all in it together.
After that the Independence movement went silent.
