It is not about "Human Rights" as any actual human might understand the concept of "rights". If it were, things would look very different than they do.
That's always struck me as completely insane.
Currently in process of adopting a child (living outside of the US, non-US child, fwiw) and when it's all said and done between US attny and attny in the other country, plus meeting some insanely high standards of XYZ, we'll have invested approximately $80K (on the low side, not including monthly airfare/hotels/etc) into being able to bring our lil person home.
And it is BECAUSE of the US incentivizing adoptions that it makes sense to us that we need to prove with our wallet that this is not about $$$.
