This would explain a lot wrt FBI historical teflon coating despite all roads leading back to it in many sketchy ops.
If, as it appears, that they are the henchman-of-record, then the objectives are delivered by political leadership in exchange for funding, favors, and protection from effective accountability…since that could eventually lead to the source, which must remain insulted.
In return, the FBI agrees using these enabling powers and designed secrecy then conducts or oversees the planning and operational elements of the mission.
If the operational cover is whitehat it can manufacture both the intelligence and probable cause to act against the target using it's disastrously combined intel/LE mandate to neutralize the target and brand them a criminal.
If it's a blackhat operation it can either subcontract at arms length or clandestinely carry out the neutralization via terror or direct action; and again using it's powers investigate the matter into a circular memory hole and shut out all other legimate LE inquiries. If these are strong enough to approach them, then it can call upon it's sponsors for protection.
And so it goes…to the great peril of democracy and the American people and in fact the world.
