The Office of Special Counsel found Karine Jean-Pierre in violation of the Hatch Act

 

US President Joe Bidenā€™s press secretary, Karine Jean-Pierre, violated a law prohibiting government employees from engaging in partisan politics and has received a warning letter from the Office of Special Counsel (OSC), a nonprofit that filed a complaint against her revealed on Tuesday.

 

Protect the Publicā€™s Trust, run by former Trump administration officialMichael Chamberlain, had objected to Jean-Pierreā€™s use of the phrase ā€œmega MAGA Republican officials who donā€™t believe in the rule of law,ā€ ahead of the 2022 midterms. In doing so, they claimed she violated the Hatch Act by using her official authority ā€œfor the purpose of interfering with or affecting the result of an election.ā€

 

While the OSC investigation found thatJean-Pierreā€™s use of ā€œmega MAGAā€ had indeed violated the Hatch Act, ā€œwe have decided not to pursue disciplinary action and have instead issued Ms. Jeanā€Pierre a warning letter,ā€ the agencyā€™s Hatch Act chief Ana Galindo-Marrone said in a letter to Chamberlain, dated June 7.

 

ā€œOSC concluded that the timing, frequency, and content of Ms. Jeanā€Pierreā€™s references to ā€˜MAGA Republicansā€™ established thatshe made those references to generate opposition to Republican candidates,ā€ Galindo-Marrone wrote. ā€œAccordingly, making the references constituted political activity.ā€

 

Jean-Pierre defended herself at the White House press briefing on Tuesday by saying the letter was ā€œretroactiveā€ and applied to ā€œsomething that I said months ago.ā€

 

ā€œSo, what I can say is at the time, I was given the sign off ā€“ right ā€“ to use the terminology,ā€she told reporters. Bidenā€™s adviser Anita Dunn confirmed to CNN that the White House came up with ā€œmega MAGAā€ as a political attack on Republicans. MAGA stands for ā€œMake America Great Again,ā€ the slogan of president Donald Trumpā€™s 2016 campaign.

 

The Hatch Act of 1939 prohibits federal employees from engaging in certain partisan activities, to ensure that the US government operates in nonpartisan fashion. In theory, officials found in violation could face a fine, reprimand, suspension, or even be fired and barred from government employment for a period of no more than five years. In practice, most officials found to be in violation are issued warning letters.

Plot

Dave Kovic runs a temporary employment agency in Georgetown, Washington, D.C., and, as a side job, capitalizes on his remarkable resemblance to President Bill Mitchell by comically impersonating him at events. Secret Service agent Duane Stevenson recruits him to impersonate Mitchell after a speech, ostensibly as a security precaution, but actually to allow Mitchell to meet a White House staffer he's having an affair with.

 

Dave's appearance goes well, but Mitchell suffers a major stroke while having sex. His Chief of Staff, Bob Alexander, is inspired to ask Dave to continue in his role. Bob's scheme is to force Vice President Gary Nance to resign by embroiling him in a savings and loan scandal; then Dave, acting as Mitchell, will appoint Bob vice president; they will reveal Mitchell's incapacity and Bob will become president. Communications Director Alan Reed is initially reluctant, but eventually acquiesces and tells the press corps the stroke was minor. Claiming that Nance is insane, Bob and Alan convince Dave he must continue impersonating Mitchell for the good of the country. Nance is sent on a goodwill tour of Africa.

 

Dave's charm and enthusiasm improves Mitchell's image and popularity. First Lady Ellen Mitchell, who has been estranged from her husband for years, initially suspects nothing and treats Dave with contempt on the few occasions they see each other. When she sees Dave's empathy towards a shy boy at a homeless shelter she is a staunch advocate for, she begins to soften towards him. Her fury returns, though, after Bob forges Mitchell's signature on the veto of a bill that included funding for the shelter. Dave, after consulting his accountant friend Murray Blum, works with the Cabinet to restore the funding. A furious Bob threatens to destroy Dave, but Alan vows to expose their scheme if he does.

 

"Dave" should have been a pure mess of a movie, but instead it is a highly enjoyable film which has great elements of comedy and drama.Kevin Kline stars as the title character who must impersonate the president of the United States after the real president suffers a massive heart attack which has left him in a coma. "Dave" goes for laughs, but also has a great deal of drama which keeps the audience intrigued throughout. Frank Langella does some of the best work of his career. Sigourney Weaver, Ving Rhames, Charles Grodin, and Ben Kingsley are all perfectly cast in supporting roles. The screenplay is smart and the direction never loses its focus. 4.5 out of 5
