I think if I were going to liberate the world from a covert, 3-legged enemy, utilizing the power of the American presidency, I would begin by taking control of the seat of enemy power within my own Country. Then I would meet with the leaders of all of the Countries that had come under control of the enemy power I had just commandeered to let them know they had been liberated, and should do what they will with their own traitors while taking steps to prevent further infiltrations, and perhaps ask for their assistance in further operations …as an early step.
…but that's probably just me.
