US Military Gets ‘Unimpeded Access’ in Papua New Guinea Under New Deal

The US can construct new bases in certain areas

The US military has gained “unimpeded access” to sites in Papua New Guinea under a new military pact Secretary of State Antony Blinken signed in the Pacific island nation last month.

AFP obtained a copy of the full deal, which confirmed the US can deploy troops and station vessels to six ports and airports in Papua New Guinea, including the Lombrum Naval Base on Manus Island in the northern part of the country.

According to the text of the agreement, the US can “pre-position equipment, supplies and materiel” at the military sites. The US will have “exclusive use” to some sites where “construction activities” can take place, signaling that the US might build new bases in the Pacific island nation.

The US military had a significant presence in Papua New Guinea during World War II, and the new agreement is part of the Biden administration’s strategy to prepare for a future war with China in the region. US military sites in Papua New Guinea could be used to resupply US forces in Guam, the Philippines, and during a future battle over Taiwan.

PNG Prime Minister James Marape has come under domestic criticism for signing the deal. Former Prime Minister Peter O’Neill said the agreement has painted a target on Papua New Guinea. “America is doing it for the protection of their own national interest, we all understand the geopolitics happening within our region,” he said.

It’s no secret that any US military base in Papua New Guinea would become a potential target for China in a future war. Gen. Kenneth Wilsbach, commander of the US Pacific Air Forces, recently told Nikkei Asia that the purpose of expanding in the region was to give China more areas it would need to target.

“Obviously we would like to disperse in as many places as we can to make the targeting problem for the Chinese as difficult as possible,” he said. “A lot of those runways where we would operate from are in the Pacific Island nations.”

Iowa Republican Sen. Chuck Grassley and House Oversight Committee Chairman Rep. James Comer of Kentucky dropped a bombshell subpoena last month demanding the FBI hand over a document alleging a bribery scheme between President Joe Biden and a “foreign national.”

On May 3, the pair of GOP lawmakers requested congressional access to an unclassified FD-1023 form, a document used by the bureau to catalog information from a confidential human source. The FBI record suggests President Biden took a foreign bribe during his time in the Obama administration.

After more than a month-long back-and-forth between agency leadership and Capitol Hill wherein House Republicans even prepared contempt proceedings for FBI Director Christopher Wray, members of Congress were finally able to review the document Thursday. Here’s everything we know about the record in question.

Confidential Human Source Is ‘Highly Credible’

The confidential human source (CHS) behind the FD-1023 is reportedly a “highly credible” informant with an agency tenure stretching back more than a decade. According to Fox News, the whistleblower informant has collaborated “in multiple investigative matters” with the FBI since the Obama administration, with consistent reviews for credibility.

“The confidential human source who provided information about then Vice President Biden being involved in a criminal bribery scheme is a trusted, highly credible informant who has been used by the FBI for over 10 years and has been paid over six figures,” Chairman Comer told reporters last week.

Contrary to MSNBC’s claim that “All roads lead to [Rudy] Giuliani” in the sourcing for the document, individuals familiar with the investigation told The Federalist the FD-1023 document came independent of information provided by the former New York City mayor.

Allegations Date Back to 2017

In addition to researching the cache of incriminating intelligence on the Biden family Giuliani sent to the FBI, agents searched the FBI’s databases and discovered a related FD-1023 from 2017. That prompted agents to re-interview the CHS and uncover details about the Burisma bribery scandal, resulting in the FD-1023 dated June 30, 2020.

Bidens Allegedly Took $10 Million From Burisma Executive

Grassley spoke in a Monday floor speech about the “foreign national” who allegedly bribed the Biden family, and who has since been identified by people familiar with the matter as Mykola Zlochevsky, the founder of Burisma. The Ukrainian energy firm showered Hunter Biden in excess compensation on its corporate board while his father served as the “public face” of White House policy towards Ukraine.

The CHS summarized earlier meetings with Zlochevsky in the FD-1023, claiming the Bidens “coerced” the foreign businessman to pay the multimillion-dollar bribes. Zlochevsky had been trying to shut down government investigations into his Ukrainian energy firm. The energy tycoon allegedly paid $5 million to then-Vice President Joe Biden, referred to as the “Big Guy” by Zlochevsky in the FD-1023, and $5 million to Hunter.

According to a report from Grassley and Wisconsin Republican Sen. Ron Johnson in September 2020, Zlochevsky had separately paid a $7 million bribe to the Ukrainian prosecutor general’s office to shut down another probe.

In 2018, Biden bragged about his lead role in the termination of Ukraine’s top prosecutor who was investigating Burisma.

At the St. Petersburg International Economic Forum on Friday, Russian President Vladimir Putin spoke to the global dynamic of moving toward a multipolar order and away from one dominated by Europe and the United States.

The Russian leader noted that Western sanctions, intended to strangle Russia’s economy, have instead accelerated the process of decentering the West and spurred new relationships between Russia and partners in Africa and Asia. He also pointed to increased trade in rubles and yuan, although he cautioned that Russia has never intended to “de-dollarize” its economy.

Professor Joe Siracusa, a political scientist and dean of Global Futures at Curtin University in Western Australia, told Sputnik on Friday that Putin was “simply registering what is already a reality.”

“The world has already broken up, with the BRICS and the Shanghai Cooperation Agreement, and we got the Western groups. The world is broken up into multi-polar agencies. I thought it was a very good statement,” Siracusa said. “It's not like it's about to happen - it has happened - and Russia has joined the show.”

Siracusa noted the “really well-dressed people from around the world, men and women there” at SPIEF, saying it “suggested to me that the American-led sanctions on Russia are a complete failure.”

“Putin literally left the sanctions for dead tonight and makes it look ridiculous, what the West is trying to do. At the same time, he didn't have a lot of malice in his voice, he invited Western companies, transnationals to come back to Russia without penalty. That's sort of very magnanimous,” he said.

“Multipolarity is the natural condition of the world,” said Paolo Raffone, a strategic analyst and director of the CIPI Foundation in Brussels, Belgium. “Unilaterality can be imposed by dominion and force but cannot be endured for a long time.”

“From 1945 to 1991, the world was locked in a bipolarity because of the post-WWII balance of power and the persistence of European colonial practices. After the end of European colonial practices and the voluntary dissolution of the USSR, the world’s natural multipolar trend regained pace,” but that changed with US and UK “interference” with the process, he explained.

“Since 2001, the USA and UK have weaponized globalization, imposing the primacy of security interests on economic development. After the financial crash of 2008, the Western powers entered a distress era while others, namely China, Russia, and some large southern countries, expanded their free actions and activities based on national interest and cooperation,” he said.
