So he is saying the military is being deployed in case of really serious problems stemming from the recent (and presumably ongoing) cyber attacks against US government and business entities. Seems like a plausible explanation for the sightings of tanks on trains, etc.. Taken with a grain of salt.
well, the whole damn thing. stories of cyber attacks and the military movement being a result. could all be a cover story for getting more hardware on the ground in Ukraine as stealthily as possible.
I'll add that Russia would know whether the cyber attack reports are genuine. So they would not be fooled. The rest of the world would be the intended target of any such deception by sleight of hand. This includes US population itself, of course.
