If you happen to be boots on the ground in WI and frustrated, have faith. Keep doing what you are expected to do. No one will get any personal prizes, but we'll all know we've done our part. Many hands make for light work. No doubt the smokescreen has been necessary to allow for an artificial sense of security amongst the bad actors.
