Isn't a Standard Operating procedure to inform the Population the Military are Going to be moving through the populated area?

I'm seeing 27 states + Canadian Cities have troop movements

If this was a Drill, wouldn't the Army say it's a Drill?

If the army was preforming a training operation, wouldn't they say so?
