The issue here is that carbon fiber splinters over time. Any defect in deep sea diving is gonna be immediately fatal. for this guy not to understand this is obsurd..without immediately repairs and proper checks it would be a ticking time bomb. esp if the haul brushes metallic objects which can cause instant splintering on outer surface.

I can assure you only 10 or less individuals will have the keys to unlock the launch code. then this code needs to be entered into the launch and targeting computers which is then verified at a second location which holds the missile. Then the computers match the elec key which is time sensitive while simoultaniousy both manual circuits connected to manual keys much be turned. only then can the missile be launched. The missile is armed in flight just before detonation. It is in a disarmed state during flight
