The plan is working. If it wasn't, people wouldn't have already woken up, and there wouldn't be so much conflict. We're talking about dealing with monsters who have no issues taking away someone's life. It's going to get messy, and they will fight back. It's not over until every last one of them is taken out. Nobody can remain and retreat back to the shadows to do this again. History can't repeat itself after this.
