Those people are awaiting the antichrist and will soon begin building the 3rd temple for his use. At some point between the start of the temple and its completion the two witnesses arrive and try to steer Israel away from the abyss, but are murdered in the street for their troubles.

Are you familiar with the prophecy from Ezra in Second Esdras describing the 3 headed eagle?

Its an end time prophecy describing the worlds final 3 great empires.

 

The British Empire (1st eagles head) gives way to the American Empire (2nd eagles head) which in turn is devoured from within by the 3rd eagles head. This 3rd eagles head represents the final empire that Christ will destroy upon his second coming.
