Its not missing, anon.
They changed the way they are accounting for the DOD equipment they sent to Ukraine.
They originally used 'replacement cost' of the equipment sent.
Then they decided to downgrade it to 'cost left on the book' (like depreciation).
Old equipment would be cheaper to 'sell' to Ukraine.
So it was an accounting change.
It was never 'lost'.
What it does is free up the budget to be able to send more to Ukraine out of DOD "accounts" or existing stockpile.
