There is a management style that is typical in some situations where very well off groups 'buy up', for example, utilities. Then they just keep collecting the money and let the infrastructure rot. This plays out with stuff like massive gas explosions. or, for example, infrastructure that collapses in the wind.
that same idea is used int he Federal government. Remember: effectively these people, these organizations, are vassals of foreign powers, either through blackmail or nepotism. See how some people seem more concerned with what the money people in Europe and elsewhere want? Or how the Bight-mes (in the whitehouse) seem to do what the Urkraniagarchs want, every single time?
one explanation for this is that it is because they are vassals.
