The problem isn't the number of pages. The problem is what is on each page.

The pages contain amendments to previous bills that require you to read that bill or at least the portion being amended. It is a crazy circle jerk to read one for this reason. By the time you complete a few pages, you have no idea what you just learned. It is a constant back and forth between old bills and current. AI is the only possible way to take in and hold all information. None of these bills are ever read or understood. Try it yourself and see
