Actually throughout your entire life I believe. The "can't grow new brain cells" thing was proven wrong.
I think the prefrontal cortex (involved in emotional control, logic/reasoning, etc.) is what is still in "developmental stage" until 25. Doesn't mean it doesn't change at all after that age, but its still developing until around that age.
