RR was chosen because he was trusted by Dems, despite not having a strong hold in MD at the time, they knew Sessions would be forced to recuse later on. He drafted the letter over JC because cabal needed JC to take the fall for Clinton, they likely planned to have him take the fall "when" she won too. Didn't turn out that way. JC was insurance, RR was supposed to make it happen, hence his wider-margin of acceptance over Sessions. How it looks to me anyway.
