How is this blocking achieved? I checked the Yandex DNS for "riafan.ru" and verified that the IP address actually belongs to the site. It is not blocked. Would the situation be different if I was connecting through a Russian IP address? Maybe but I'm not gonna bother to test that.

I'm just pointing this out because this seems like a spurious accusation against the Russian government. Oh my god, they're blocking websites! Are they? Really? Maybe not.

I believe that. The developers of the Commodore Amiga told a story about mind-over-matter or rather mind-over-computer. They brought an early prototype to a trade show and it performed admirably. On returning to their offices, they started poring over the code and discovered a fatal bug. The bug was severe enough that the prototype should have failed at the presentation. The developers claim that it was a case of them wanting so much for their mission to succeed that it overcame the software bug. Maybe they were just mistaken but I like to think that it really happened that way.

The flat earthers are also bad at math especially when they try to do the trig to figure out how the line-of-sight should be affected by the curvature. I caught one claim that was off by a factor of four thus "proving" that the surface of the earth cannot be curved. Their explanation for how the sun rises and sets is hardly thought-provoking. They can't explain how the sun just floats in the sky.
