But, if a government instigates the conflict and kills thousands in the process, it's hard to convince citizens that "the government is still there to help therefore let them help you".

Once the martial law in installed, they'll invent some shitty false-flag (probably marburg) to justify injecting people with the exact same crap only they will call it a "marburg vaccine". This time, they will be posittionned to use force and they will.
This is why we where holding the line.
We couldn't start the kinetic action and give them the optics necessary for their plan.
