and of those few, it's not the sinner's ability to save himself, but it has to be a work of the Holy Spirit:

The wind bloweth where it will, and thou hearest the voice thereof, but knowest not whence it cometh, and whither it goeth: so is every one that is born of the Spirit. (Jn. 3:8)

but the sinner is commanded to repent and call on Jesus to save him.
