MASSACHUSETTS STATE POLICE ACTIVATED AN EMERGENCY ALERT IN BOSTON TODAY - - was this a test for an Emergency Broacast System Message that we'll get in the near future?

People on Twatter are verrrrrry mad that the Mass. State Police issued an emergency alert to everyone in the Boston area so that people who were waiting for tonight's Boston Pops Concert (located on the Esplanade next to Charles River) would leave the area because of the rain.
