China tells Australia to stop harbouring Hong Kong 'fugitives', DFAT updates travel advice

China's Foreign Ministry has told Australia to stop sheltering fugitives, after Foreign Minister Penny Wong expressed deep concern over Hong Kong issuing arrest warrants for eight overseas-based activists, including two living in Australia.

Key points:

China's Foreign Ministry says it strongly deplores Australia, US and UK for "flagrant slandering" of Hong Kong's laws

DFAT warns Hong Kong's national security law could be applied to activities that occurred outside the territory

Hong Kong Police say they will take "all necessary measures" to stop the absconders

Australian citizen and legal scholar Kevin Yam, and former Hong Kong politician Ted Hui, who fled the island and now lives in Adelaide, were among the eight people wanted for alleged breaches under the controversial national security law.

Hong Kong Police have doubled down on the arrest warrants, while Hong Kong's chief executive said they would be "pursued for life".

"It's just unacceptable," Australian Prime Minister Anthony Albanese told Nine television.

"We will continue to cooperate with China where we can, but we will disagree where we must. And we do disagree over human rights issues."

Asked about the condemnation from Western countries, China's Foreign Ministry spokesperson Mao Ning alleged Mr Yam and the others had engaged in "anti-China activities aimed at destabilising Hong Kong".

"We strongly deplore and firmly oppose individual countries' flagrant slandering against the national security law for Hong Kong and interference in the rule of law in Hong Kong," she said.

"Relevant countries need to respect China's sovereignty and the rule of law in Hong Kong, stop lending support for anti-China elements destabilising Hong Kong, and stop providing a safe haven for fugitives."

She said since the exiles fled Hong Kong, "they have acted in an even more outrageous way to create trouble and continued to instigate the division of the country and subversion of state power, acting as pawns for external anti-China forces in their effort to interfere in Hong Kong affairs".

She added, "their abominable moves gravely violate the national security law for Hong Kong" and jeopardise China's sovereignty and security.

Planned Parenthood organization BANNED FROM SCHOOLS in Saskatchewan after conducting a seminar with SEXUALLY EXPLICIT GAMES for Grade 9 students

Planned Parenthood Regina, an organization focused on sexual health education, has been banned from schools in the province of Saskatchewan after holding a seminar with sexually explicit games to Grade 9 students at Lumsden High School. The card game includes an 'A to Z' guide describing extreme sexual acts.

The sexual health presentation was part of a Grade 9 health class curriculum. The controversial 'A to Z' guide, intended for gay, bisexual, and queer young people, was not directly referred to during the presentation but was made available on a side table afterward. The 'A to Z' guide was produced by the Aids Committee of Toronto (ACT) in 2014.

The explicit guide contained definitions of extreme sexual acts with cartoon portrayals. In addition to the detailed descriptions, the 'A to Z' guide included peculiar references such as 'cathodillia,' defined as "being attracted to one's television set."

Parents immediately complained about the content of the guide, urging Dustin Duncan, the Saskatchewan Education Minister, to take immediate action. As a response, Minister Duncan announced on Thursday that Planned Parenthood Regina had been suspended from working in schools across the region. He expressed his view that the material was "completely inappropriate" for a classroom setting and should have no place in educational institutions.

The Prairie Valley School Division, where Lumsden High School is located, also disapproves of the explicit material. A spokesman for the school division described the content as "inappropriate" and requested that Planned Parenthood remove it from any future school presentations.

The Prairie Valley School Division spokesman emphasized that while the presentation aligned with the Saskatchewan curriculum, the secondary resource brought by Planned Parenthood was not approved.

Debate over sex education materials follows restrictions on Planned Parenthood Regina seminars in Saskatchewan classrooms

As the ban takes effect, discussions and debates about the appropriate content and boundaries of sexual education in schools are likely to continue, with educators and organizations arguing between comprehensive sex education and age-appropriate material.

Julian Wotherspoon, the executive director of Planned Parenthood Regina, expressed her disappointment in being banned from schools. She emphasized that the organization does not usually bring such materials into classrooms. The pamphlets were typically distributed to more mature audiences due to their explicit content.

Wotherspoon defended the reputation of the organization that created the pamphlet, describing it as a reputable source of engaging, informative, sex-positive, and stigma-reducing material. She acknowledged the decision to suspend their presentations, but expressed disappointment at the lack of consultation, hoping for future communication with the school to clarify that the pamphlet was not part of their intended curriculum.

‘Uncharted territory’: UN declares El Nino weather event as records near

As oceans and land warm to near-record temperatures and the United Nations has declared an El Nino event has begun, scientists have warned the world is heading into uncharted territory.

The World Meteorological Organisation, a specialised agency of the UN, declared the El Nino event late on Tuesday night.

“The declaration of an El Nino by [the World Meteorological Organisation] is the signal to governments around the world to mobilise preparations to limit the impacts on our health, our ecosystems and our economies,” the World Meteorological Organisation’s secretary-general professor Petteri Taalas said.

“Early warnings and anticipatory action of extreme weather events associated with this major climate phenomenon are vital to save lives and livelihoods.”

The agency said the El Nino is expected to be moderate in strength, but this isn’t an indication of how severe the effects of the weather pattern could be.

In 2019, the Bureau of Meteorology only issued an alert pointing to a 70 per cent chance of an El Nino cycle occurring. This was despite Australia experiencing its worst bushfire season ever and other international agencies declaring one would occur.

What does an El Nino look like for Australia?

It’s one of the most important drivers of unusual weather over the entire globe. For most of Australia, El Nino brings dry weather, increasing bushfire risk. But in other parts of the world, an El Nino event leads to wetter conditions in southern America.

The Bureau of Meteorology is yet to formally declare an El Nino event, but is expected to do so in the coming weeks. The agency has different criteria than other international weather agencies.

Nearly all four of the bureau’s El Nino conditions have been met, including warmer ocean waters accumulating near South America, international modelling, and a certain level of air pressure difference between Tahiti and Darwin over three months. The last criterion is the weakening of equatorial trade winds, which is yet to happen.

But the BOM’s models show that by August an El Nino event will be well underway across Australia, indicating that this final climate occurrence isn’t too far off.

Russian nuclear giant claims Ukrainian attack on power plant imminent

Kiev is expected to strike the Zaporozhye facility with a 'dirty' nuclear device, a senior Russian official says

Ukraine is expected to launch a large-scale attack on the Zaporozhye Nuclear Power Plant (ZNPP) overnight, a senior Russian atomic energy industry official warned late on Tuesday. Kiev may also strike the plant with a missile stuffed with radioactive waste, he added.

The warning was voiced by Renat Karchaa, a senior aide to the head of Rosenergoatom, a subsidiary to Russia’s state-owned atomic energy giant Rosatom. The official cited intelligence data received by the industry.

“On July 5, literally overnight, while it’s still dark, Ukrainian forces will attempt an attack on the Zaporozhye plant with long-range high-precision munitions, as well as suicide drones,” he told Rossiya 24 TV channel.

Kiev is also expected to attempt a strike on the plant with a heavy, Soviet-made Tochka-U tactical ballistic missile, Karchaa went on. The munition has been filled with radioactive waste collected from the South-Ukrainian nuclear power plant, the official claimed.

While Karchaa did not elaborate, the apparent goal of the secondary attack is to cause an uptick in radioactivity readings in the region should the main launch fail to damage the facility enough to cause the release of hazardous materials into the air.

The ZNPP was seized by Moscow from Ukraine early into the ongoing conflict, getting formally transferred under Rosatom management as the Zaporozhye region became incorporated into Russia after a referendum. Both Moscow and Kiev have repeatedly accused each other of subjecting the Russian-controlled facility to artillery fire and drone strikes.

The rhetoric around the plant escalated in recent weeks, with the top Ukrainian official repeatedly claiming Moscow had been preparing a nuclear incident at the ZNPP. President Vladimir Zelensky, for instance, said Moscow wanted to cause a “radiation leakage” at the plant, while his aide Mikhail Podoliak accused Russia of placing mines in the plant’s cooling pond.

Kremlin spokesman Dmitry Peskov has called the claims by Zelensky and other Ukrainian officials “yet another lie” coming from Kiev, stressing that Moscow remains in close cooperation with the International Atomic Energy Agency (IAEA).

The UN watchdog’s boss, Rafael Mariano Grossi, visited the facility recently and disputed Ukraine’s allegations, stating in his report that “no mines were observed at the site during the director general’s visit, including the cooling pond.” The danger to the ZNPP has also been questioned by the White House, with National Security Council spokesman John Kirby saying last week that Washington has not “seen any indication that that threat is imminent.”
