At this point I assume most, if not all of the individuals in senior positions in government and the military are compromised in some way. It's just a matter of degree. As Q wrote: "Only those who [can] be controlled were installed in critical leadership positions". To my knowledge he has not been outed as a traitor.

How could extensive surveillance of someone - electronic intercepts of VoIP telephone calls, video, chat messages, texts, email - be released without revealing it to be the result of surveillance? Would an abandoned laptop at a repair facility provide a plausible cover story?
