They are corrupt (and Trump/Sessions have been powerless to fix it).
OR
They can't tell Congress (and remaining bad guys) what they are REALLY investigating.
Given the latest on Warner/Comey having back-channel communications (and the Awan scandal)… my bet is on option 2.
