I have a theory.

MS-13 is an off shoot of the Phoenix Program by the CIA.

The MO of MS13 matches the shit done in Phoenix Program and its offshoots.

It would be interesting to look at when the CIA started being active in El Salvador.

If it was during the 80's, then the possible connection between MS-13 and CIA becomes more plausible.
