I think there is a fundamental misunderstanding of 99% .
Statistics are aggregated into percentiles from 1st Percentile to the 99th Percentile.
There is no 0th Percentile or 100th Percentile. All stats fall between 1-99.
The top 1% is the 99th Percentile category.
